Free is a price, not a feature specification. Choose a reader for annotation, a local page tool for assembly, and an editor with the required capability for existing text or forms.
Separate editing from page work
Editing an existing paragraph requires interpreting fonts and positioning text. Adding a page number or joining documents does not. Start by naming the actual change you need, then test the smallest tool that can make it. A free trial also differs from an ongoing free allowance; a successful trial job does not establish that repeated work remains free.

A practical selection method
Start with a harmless sample that resembles the document you plan to use. Include the features that matter, such as a form value, a scanned page, small lettering, or a link. Produce the desired output and reopen it in another viewer. A tool that handles that sample well is a better candidate than one selected only from a feature count.
Decide how much setup is acceptable. An installed tool can be worth maintaining for repeated work; a browser utility can be convenient for occasional tasks. A cloud collaboration product may be necessary when other people need to sign, review, or receive documents through an account. These are different requirements, so the table is a decision aid rather than a universal ranking.
