Where macOS Preview is a better fit
Native macOS integration, annotation, signatures, and everyday viewing make Preview a strong default for Mac users.
Preview can combine pages by dragging thumbnails between documents. It also handles annotation and routine form work. Apple warns that changes can save automatically, so duplicating an original is a useful first step. Pagestays is convenient when the same workflow needs to be available across devices or when a specific page operation has a clearer dedicated interface.
Choose based on the output
Start with a duplicate in Preview and try the built-in operation. Keep the local storage location in mind if avoiding cloud sync matters. Use the browser workspace when you need its explicit range controls or a consistent workflow on another operating system.
Pagestays can rearrange pages, fill supported existing fields, add a visible signature, and convert pages to images. It cannot edit existing paragraphs, create certificate signatures, or validate archival conformance. If one of those is the actual task, a broader product can be the better choice even when a free page tool is available.
