Where Microsoft Edge PDF tools is a better fit
Reading, highlighting, inking, and basic form filling are convenient within an existing browser.
Microsoft documents Edge as a PDF reader with annotation and basic forms. It also notes that XFA forms and JavaScript-dependent forms are unsupported. Viewing a rotated page is not enough evidence that a saved file has been structurally changed. Pagestays focuses on creating a new output document from explicit page operations.
Choose based on the output
Open a local copy and check whether the form exposes editable fields. If it does, complete and save it, then reopen the saved copy. If the task is joining documents or extracting pages, use a dedicated structural tool instead of assuming the viewer handles it.
Pagestays can rearrange pages, fill supported existing fields, add a visible signature, and convert pages to images. It cannot edit existing paragraphs, create certificate signatures, or validate archival conformance. If one of those is the actual task, a broader product can be the better choice even when a free page tool is available.
