Where Foxit PDF Editor is a better fit
Full text editing, OCR, comparison, redaction features, and organization deployment are broader than Pagestays.
Foxit is a paid document editor with web and desktop access, rather than a direct equivalent to a single free merge utility. Its pricing FAQ gives an annual per-user figure and describes a trial. The right comparison is the required capability: organizational editing and administration versus a quick local page task. A trial should never be labeled a permanent free plan.
Choose based on the output
Ask which features the team actually requires, then test the appropriate Foxit product. Check document-management settings and cloud handling with your administrator. For a simple one-off page operation, a local browser tool may be sufficient.
Pagestays can rearrange pages, fill supported existing fields, add a visible signature, and convert pages to images. It cannot edit existing paragraphs, create certificate signatures, or validate archival conformance. If one of those is the actual task, a broader product can be the better choice even when a free page tool is available.
